The United Nations has a Handbook on Poverty Statistics that is apparently forthcoming. A Dec. 2005 version is available here. The website on the handbook says it is not yet to be quoted, but the topics and coverage in the Dec. 2005 looks good. There are also links to related papers on poverty issues and measurement.
