Welfare Family Caps / Child Exclusion

After a student in class asked me about family caps / child exclusions (how many states have them), I looked into it and found some articles and reports that might be of general interest.

A great report that includes state-by-state information on welfare program design is David Kassabian et al., Welfare Rules Databook: State TANF Policies as of July 2010 (Urban Institute, Aug. 2011).
